Indian Embassies Abroad to Enforce ICAO Passport Photo Rules from September 2025

A Global Shift in Passport Photo Standards

Starting September 2025, Indian embassies and consulates worldwide will only accept passport applications with photographs that meet International Civil Aviation Organization (ICAO) standards.

This update brings Indian passports in line with stricter biometric and document security measures adopted globally. For B2B travel agents and corporate travel managers, understanding these changes is essential to ensure smooth processing for clients.

What Changes from the Current System?

Until now, many embassies accepted passport photos based on basic size and clarity guidelines. Variations in background shades, slight image edits, or flexible dimensions often slipped through without issue.

From September, however, the standards will become non-negotiable. Any non-compliant photo will result in rejection of the application.

New ICAO-Compliant Photo Specifications

All Indian passport applicants abroad must now follow these precise specifications:

  • Photo size: 630 x 810 pixels

  • Face coverage: 80–85% of the frame

  • Background: Plain white, no shadows or textures

  • Head position: Straight, facing camera, no tilt

  • Expression: Neutral, mouth closed, no smiles

  • Eyes: Open, clearly visible, no glare or “red eye”

  • Glasses: Not permitted (no tinted lenses or reflections)

  • Head coverings: Allowed only for religious reasons, but the entire face (chin to forehead, both sides) must remain visible

  • Lighting: Even and natural, no glare or artificial shadows

  • Editing: Strictly prohibited—no filters, retouching, or digital enhancements

Why These Rules Matter for Travel Professionals

For travel agents, consolidators, and corporate planners, a rejected passport photo could mean application delays, missed travel windows, and client dissatisfaction.

By proactively informing clients about ICAO standards, agencies can:

  • Minimize rejections and resubmissions

  • Strengthen trust with corporate and leisure clients

  • Position themselves as reliable advisors in international travel compliance

Who Will Be Affected?

The rule applies to all Indian citizens applying through embassies or consulates abroad—including new applicants, renewals, and reissues. Even infants and minors must follow the same ICAO photo standards.
